Until now, there were many countries where Climber registration was not mandatory.

Otherwise, the disaster of the Fallen running rampant would repeat itself.
Of course, even with Mandatory Registration, people could just hide it, so the important thing wasn't coercion but practical measures like compensation plans.
Regardless, there was no reason not to enact laws.
Because the Government always wanted to tighten its leash on the Climbers, even if just a little, by any means necessary.
