It was originally built as a base city with the goal of reclaiming Seoul, but as time passed, it naturally became a center separate from Seoul.

Seoul, by contrast, was completely sealed off and designated a restricted-access zone.

It was also included among the world's seven designated Forbidden Zones.

Fifty years ago, the threat had been North Korea.

Now, it was the tension with the remnants of Old Seoul.

People steeped in peace often forgot, but Neo Seoul itself was not actually all that safe.
