The Empire’s bureaucracy was not all that sophisticated.
Although its structure was organized in a form resembling a constitutional monarchy, even the concept of separation of powers was rather hazy.
If the Upper and Lower Houses joined voices to advocate a bill, it could be enacted only with the emperor’s approval; if the emperor rejected it, it could not be implemented no matter how loudly Parliament raised its voice.
Moreover, the emperor could push through whatever he wanted even in the face of Parliament’s opposition.
“I shall establish a new Department of Humanities at the Academy.”
That single sentence was enough.
Naturally, Parliament had little else to say about the matter. If anything, they welcomed it.
The establishment of a new department meant that an equal number of new faculty members would be needed.
Rather than oppose the bill, they climbed aboard the tide and racked their brains over how to insert their connections into the new jobs.
