Though he was in the capital now, the border-defense construction in Konalun required constant supervision. He spent most mornings and afternoons in his study.

Three or four years ago, at a high-level strategy meeting at the base, they had discussed a contingency plan: build a line of defenses at the outposts to prepare for the worst.
