They made absolutely no preparations for what was written in the prophecy, as they were not dangerous.

Through the leisure gained from that, they continuously developed their country, so while they couldn’t compare to the Empire, they possessed enough power to annihilate a single country.

The monster that would swallow the sea, leviathan.
