My plan was a derivative of the Anglican Church system back on Earth, slightly modified.
The Anglican Church, created by Henry VIII when he declared the Reformation in the 16th century, was, simply put, a church headed by the Monarch.
They seized the authority previously held by the Pope – the power to appoint personnel, to judge the clergy, to consecrate bishops – and claimed it as their own. They essentially created a separate religion, despite sharing the same doctrines and scriptures.
