The military forces of most countries with a certain degree of national power generally have both cards they show and cards they keep hidden.
No fool would fully disclose their country's military strength. Information is power.
Sometimes they boastfully proclaim a force of 20,000 when they actually have 10,000, or claim to have only 10,000 while secretly operating an elite covert unit of 500.
One method used as part of this sort of military information manipulation is concealing Transcendents.
They conceal the existence of Transcendents born in their country and secretly put them to use.
The existence of Transcendents is also extremely useful as a deterrent, so when a country has two or more, the usual practice is to use one as a card they show and keep the other hidden.
For example, Britain is famous for having a Transcendent whose name and face are unknown secretly working for the country. Which naturally invites the retort: If they're working secretly, how are they famous!?
Perhaps the information has leaked so thoroughly that everyone knows, perhaps they are deliberately leaking information, or perhaps there is no hidden Transcendent at all and they are merely pretending there is one.
Just stepping onto the battlefield of information warfare is exhausting. Britain is Britain in every possible way.
There are also highly credible rumors that Japan has a top-secret Transcendent unit, and China, America, and the True Korean Republic are no less plagued by rumors of that kind...
