That isn’t a procedural issue but a matter of physical distance, so no amount of effort can avoid the time it takes.

Once the reports arrived, headquarters would compare them with the information it already had to determine their accuracy, request further investigation where needed,

then investigate those points and send another report...

Naturally, the process took time...
