The way the Republic of Marezia, short on money, replenished its coffers was one almost no one had thought of.

The government of the Republic of Marezia had no money.

However, the Republic of Marezia couldn't issue bonds in the usual way.

The leaders of enemy nations weren't fools. Civilians might not know it, but war was already being discussed among the upper echelons.

In such circumstances, nobody would be foolish enough to buy bonds from an enemy nation.

With war all but certain to break out within a few years, there was no way their enemies would properly repay those bonds once war began.

Buying bonds officially issued by the Republic of Marezia was tantamount to giving its enemies weapons for free.

So ordinary government bonds couldn't bring in the money the Republic of Marezia needed.

That was why they came up with a twist on bonds.

They wouldn't raise money by issuing bonds directly...
